Purpose Drives Us
The American Alliance for Dental Insurance Quality, founded in June 2023, is a dedicated organization with a clear mission: to enhance the quality of dental benefit plans throughout the United States. Our primary objective is to foster collaboration among patients, dentists, dental organizations, government agencies, and various stakeholders.
Our advocacy efforts are focused on the implementation of a federal dental loss ratio law and other regulatory measures aimed at monitoring and elevating the quality of dental benefit plans nationwide. This includes holding state governments and their Medicaid/Medicare insurance contractors to federal law regarding the standards of dental care for all who fall under these programs, especially children.
We remain steadfast in our commitment to prevent value-based healthcare practices that result in capitation payments for dental providers. Together, we strive for a higher standard of dental insurance quality and accessible care for all.
Dr. Mouhab Rizkallah D.D.S.
In 2022, Dr. Rizkallah was honored as Dentistry Today’s “Person of the Year,” recognizing his remarkable contributions and leadership in the field of dentistry. His unwavering commitment to bringing about positive change has ignited a transformation in dental care, making Massachusetts the epicenter of groundbreaking reforms in dental insurance.
Dr. Rizkallah has exceptional educational credentials, with undergraduate biology and business management degrees from the State University of New York at Buffalo. He earned his dental degree from SUNY Stony Brook on Long Island.
As a now distinguished orthodontist based in Somerville, Massachusetts, Dr. Rizkallah played a pivotal role as the author and chairman of Question 2, a pioneering regulation for dental insurance. This historic initiative achieved an impressive 72% YES-vote victory, a rare accomplishment in the last 30 years.
What sets Question 2 apart is its innovative mandate, making it the first dental law in the nation to require dental insurance plans to allocate a minimum percentage (83%) of insurance-premium revenue toward patient care. This bold step aligns dental care with medical plans, greatly improving patient access while reducing copays.
The impact of Dr. Rizkallah’s law, which personally cost him $2.8 million, has rippled far beyond Massachusetts. The President of the American Dental Association (ADA) recognized its significance and declared that it has set the stage for nationwide change.
Dr. Rizkallah’s exceptional achievement also earned him the prestigious ADA Presidential Citation, a testament to his relentless dedication to advancing oral health, as well as being named the 2023 most influential person in dentistry by Incisal Edge.

Dr. Margaret Scarlett DDS
Vice President
Dr. Scarlett is a renowned dentist, author, and pandemic disease expert.
She has provided invaluable guidance on infectious and chronic diseases to various esteemed organizations, including the CDC, the World Health Organization, and the U.S. Department of State.
Dr. David Leader DDS
Treasurer
Dr. David Leader is the director of the Tufts University School of Dental Medicine DMD/MPH Dual Degree Program.
He is an associate professor in the Department of Comprehensive Care and the director of the dental emergency clinic.
Dr. Patricia Brown DDS
Director
Dr. Brown is a practicing orthodontist at Boston Orthodontics and Past President of the American Academy of Dental Sciences.
Dr. Brown previously held an appointment as Assistant Clinical Professor of Orthodontics at Tufts University and also a staff appointment at Harvard University, where she established the orthodontics program at Harvard Holyoke Center Cambridge.
Dr. Andrew Chase DDS
Director
Dr. Chase is an orthodontics and dentofacial orthopedics practitioner with ARCH Orthodontics. He is Past President of the Massachusetts Association of Orthodontists.
Dr. Chase is renowned for specializing in providing teleconferences and bridging services to visualize preliminary orthodontic care, from orthodontic assessment to diagnosing TMJ, sleep apnea, and Invisalign assessments.
